Advancing Health Taxation in Kenya and East Africa: Stowelink’s Advocacy Journey

At Stowelink Foundation, we are committed to driving sustainable change in public health. Our leadership team, led by CEO Ogweno Stephen and COO Oduor Kevin, is at the forefront of championing impactful health policies in Kenya and East Africa. Recently, in collaboration with the International Institute of Legislative Affairs (IILA), Stowelink has intensified efforts to promote health taxation as a key strategy to prevent non-communicable diseases (NCDs) and improve public health outcomes.

The Importance of Health Taxation

Health taxation is a powerful tool in reducing the consumption of harmful products, promoting healthier lifestyles, and funding critical health initiatives. Through targeted taxation policies, communities can experience lasting benefits that directly address public health challenges.

1. Tobacco Control

Tobacco use continues to be a leading cause of preventable deaths globally. In Kenya, increasing taxes on tobacco products not only discourages consumption but also generates revenue to support essential health programs. Through our partnership with IILA, Stowelink is advocating for policy reforms that align taxation measures with public health priorities. By targeting the root cause—tobacco affordability—we aim to reduce its prevalence and the associated health risks.

2. Eliminating Trans Fats

Trans fats are a silent killer, significantly contributing to the rise in cardiovascular diseases. Unfortunately, these harmful substances are still widely found in many processed foods. By supporting higher taxes on products containing trans fats, Stowelink and IILA are pushing for their elimination from Kenya’s food supply, thereby safeguarding heart health and reducing preventable deaths.

3. Addressing Non-Communicable Diseases (NCDs)

NCDs like diabetes, heart disease, and cancer are on the rise, straining healthcare systems and impacting economic growth. Health taxation serves as a preventive measure by creating financial disincentives for the consumption of unhealthy products. This approach directly aligns with Stowelink’s overarching mission to reduce the NCD burden through advocacy, education, and innovative solutions.

Why This Matters

Health taxation goes beyond generating revenue—it saves lives. By influencing policies on tobacco, trans fats, and NCD prevention, these measures create healthier communities and reduce the economic burden of preventable diseases. At Stowelink, we believe that every step toward stronger health policies is a step toward a brighter, healthier future for all.
